Hello there. It was North Hampton in the United Kingdom and it was September 2013 when this clown began freaking people out just by standing around late at night. Although his identity wasn't a big deal he did post on his Facebook page that there was just too much hate, and not enough love in the world... Frankly this would freak me out too. Let's face it, clowns are just scary...
